    The board (the `Board') of directors of Essex Bio-Technology Limited      
    (the `Company') hereby announces that Hong Kong Registrars Limited        
    will be appointed as the Company's share registrar in Hong Kong with      
    effect from 30th November, 2002. The address, telephone and fax

    including 2nd December, 2002 onwards.                                     
                                                                              
    The Board further announces that Bank of Butterfield International        
    (Cayman) Ltd. whose registered office is situated at Bufferfield          
    House, 68 Fort Street, P. O. Box 705, George Town, Grand Cayman,          
    Cayman Islands, British West Indies will be appointed as the              
    Company's principal Share registrar in the Cayman Islands with effect
