Malaysian Mandarin has a Hakka accent?

Yoon-Ngan,

Almost all the time, Malaysians speak a kind of Mandarin accent that can
easily be identified by Singaporeans. I was told that the Mandarin is of
Hakka accent; the reason being that at one time during the old days, many
of the Chinese language teachers were Hakkas. Is this true? (Also, unlike
Singapore, Hakkas are the second biggest dialect group, after Hokkiens, in
Malaysia) Till this day, the accent is still there.
This is like Hongkongers speaking Mandarin with a heavy Cantonese accent.
