The law of retribution = The law of inevitable consequence = The law of sin and death.
The Law of retribution is a universal law. It exists in scriptures, in history and in nature. It is the inevitable consequence for doing wrong, and there is no escape from it. Disobedience to natural laws, results in peril and death, and man can do nothing to change it. e.g. The law of electricity commands respect, else touching 10,000 volts of electrical current is lethal. History testifies that governments also requries retribution for evil. Scripturally, sin is an internal contamination and "the wages of sin is death" (Romans 6:23a). Thus, God rules in the affairs of men, and He has planted these laws in every part of life. The fear of God is prequisite to the basic elementary knowledge of life. Proverbs says, "The fear of God is the beginning of all wisdom."
When God requires "the wages of sin is death", God is explaining something about himself so that we might learn what kind of God he is. He detest sin and requires that sin be exterminated. Either you overcome sin, or be mastered by it, there is no other option.
Not only this passage, but there are many passages in the Bible, where God gave the command to "exterminate", to exterminate the entire populace and even their animals. In the Bible, these people to be exterminated, not only symbolized but were also morally degraded people. Any decadent people is something like cancer cells in the body. During operation, it is the desire to get rid of every single cancerous cell, to uproot it totally. It requires continual inspection and continual "extermination" to prevent its recurrence. The severity with which sin is handled is to dramatically and symbolically bring home the point that God does not tolerate sin, and sin is extremely pernicious, subtle and deceitful.
This is how humans handle sin, we need the consequence to be vividly made clear to us, so that it may be stopped and arrested.
