Scams with marriage and finance have no boundary. Those who are trying to tie scams with any country are merely trying to find an explanation for their own misery.
All Internet relationship can be a potential scam whether they end in marriage or not. People have to know each other, be able to live with the other partner for a while before a match can be made. Electronic pixels disappear as fast as they are created. Not knowing the pitfall of the Internet matching game will eventually suffer from its illusion.
The same is true if you want to invest in a company, support a charity. Don't listen to the promoters on BBS or forums. The advice can be used as a warning or reference. You still need to do your own research. After all it is your own money that is at risk.
So, please do not associate any scam with Chinese, Russia, Argentine, French, or whatever. There could be a lot more scam in your own country if you rely on the internet for everything.
