Report: Bank's lax control led to money laundering

WASHINGTON (AP) — Lax controls at Europe's largest bank, HSBC, allowed Mexican drug cartels to launder billions of dollars through its U.S. operations, a Senate investigation has found.

The extensive report on London-based HSBC Holdings PLC by the Senate Permanent Subcommittee on Investigations also says U.S. regulators knew the bank had a poor system to detect problems but failed to take action.

HSBC executives brushed off complaints from other bank employees, so that the problems persisted for eight years, the report says.

In addition, some HSBC bank affiliates skirted U.S. government bans against financial transactions with Iran and other countries, according to the report. And HSBC's U.S. division provided money and banking services to some banks in Saudi Arabia and Bangladesh believed to have helped fund al-Qaida and other terrorist groups, the report said.

The subcommittee released the report Monday ahead of a Tuesday hearing on the topic. HSBC released a statement saying its executives will offer a formal apology at the hearing.

"We will apologize, acknowledge these mistakes, answer for our actions and give our absolute commitment to fixing what went wrong," the statement said.

The U.S. Justice Department said it is conducting a criminal investigation into HSBC's operations but declined to confirm that the bank is in settlement talks.

HSBC's net income last year was $16.8 billion. It operates in about 80 countries around the world. Its U.S. division is among the top 10 banks operating in the United States. It has assets of roughly $210 billion in its U.S. operations.

Money laundering takes profits from the trafficking of drugs, arms or other illicit activities and passes them through bank accounts to disguise the illegal activity.

The bank used its U.S. operation as a "gateway" into the U.S. financial system for other HSBC affiliates, Sen. Carl Levin, D-Mich., the subcommittee's chairman, told reporters Monday. Because of lax controls against money laundering, HSBC Bank USA "exposed the United States to Mexican drug money" and other suspicious funds, Levin said.

The report says the drug cartels laundered money through the bank's U.S. division from 2002 through 2009.

"In an age of international terrorism, drug violence in our streets and on our borders, and organized crime, stopping illicit money flows that support those atrocities is a national security imperative," Levin said Monday.

The bank said in its statement that it changed its senior management last year and has made changes to strengthen its compliance with rules to prevent money laundering.

"We ... recognize that our controls could and should have been stronger and more effective in order to spot and deal with unacceptable behavior," the statement said.

Levin also blasted the federal agency supervising the bank's U.S. operations, the Office of the Comptroller of the Currency. He said the agency "tolerated" HSBC's weak controls against money laundering for years.

Thomas Curry, who heads the Office of the Comptroller of the Currency, also will testify at Tuesday's hearing.

Compliance with anti-money laundering laws "is crucial to our nation's efforts to combat criminal activity and terrorism," Curry said in a statement. He said the agency expects banks to have adequate programs in place to comply with the laws.

The Wall Street Journal reported Monday that the HSBC and the Justice Department have been in settlement talks and an accord could be struck within weeks.

Justice Department spokeswoman Alisa Finelli acknowledged that an investigation is under way but declined to comment on possible settlement discussions or a deal.

UK queen accused of drug trafficking

Britain’s financial regulator has fined the British queen’s bank for money laundering failures as a French presidential candidate has said part of the queen’s fortune “comes from drug trafficking.”


The Financial Services Authority (FSA) has fined the British queen’s bank, Coutts Bank, 8.75 million pounds for failing to carry out correct checks on “politically exposed persons” and prevent money laundering.

“The failings at Coutts were serious, systemic and were allowed to persist for almost three years. They resulted in an unacceptable risk of Coutts handling the proceeds of crime,” the FSA said in a statement posted on its official website.

The news comes less than a week after a fringe candidate for April’s French presidential election said the British queen owed her fortune to drugs money laundered by “Jewish bankers in The City.”

On 21 March, Jacques Cheminade, an independent presidential candidate running in the French election, said, “a part of the fortune of the Queen of England comes from drug trafficking.”

“No, not any property, there are several other sources. But it is a series of trafficking in which, yes, there is trafficking drugs,” Cheminade said on television LCP French National Assembly.

Nominally, the Hardories -- but I think HSBC has always been the front bank for all of the Jewry and to begin with the Rothschild and also the money laundering bank for most Jews and their accomplices ..

No good Chinese will have their money in that Opium Bank .

The Entire Europe and all sovereigns are all opium accomplices , as well as the entire Anglo American financial empire and all are the rape instrument for these families of Jew and Bank Gangsters .. Opium Was a "Jewish Business"

The Jewish Encyclopedia of 1905 states that Sassoon expanded his opium trade into China and Japan. He placed his eight sons in charge of the various major opium exchanges in China.

According to the 1944 Jewish Encyclopedia: "He employed only Jews in his business, and wherever he sent them he built synagogues and schools for them. He imported whole families of fellow Jews. . . and put them to work."

Sassoon's sons were busy pushing this mind-destroying drug in Canton, China, and their trade expanded alarmingly. Between 1830 - 1831 they trafficked 18,956 chests of opium earning millions of dollars. Part of the profits went to Queen Victoria and the British government. In the year 1836 the trade increased to over 30,000 chests and drug addiction in coastal cities became endemic.

In 1864, the Sassoons imported 58,681 chests of opium which brought in over 20 million pounds.

By 1880 it had skyrocketed to 105,508 chests, making the Sassoons the richest Jews in the world next to the Rothschilds.

The Sassoons were now licensing opium dens in each British occupied area with large fees being collected by their Jewish agents.

And many of these Jewish agents were the Chinese Jews of Kaifeng.

These Jews had immigrated to China along the Silk Road hundreds of years ago and had so intermarried with the Chinese that they looked entirely Chinese.

But they still were practicing Jews and were thus the perfect Chinese agents for the Sassoons.

The entire trade was controlled by Jewish families only. Sassoon would not allow any other race to engage in "the Jews' business" of importing and selling opium.

Opium was strictly a Jewish monopoly, but these Jews were working under British passports.

The corrupt British monarchy honored them with privilege and knighthood - to the disgrace of the Crown. To this day the Sassoons are in the history books as "great developers" of India, but the source of their vast wealth is never mentioned - the destruction and impoverishment of the population of China.

According to a 1930s edition of Fortune Magazine (USA), the Sassoon Family monopolized more than 70% of the opium trade and controlled every nook and corner of opium traffic between India and China. This is also consistent with research and observations according to Edward LeFevour in "Western Enterprise in Late Ch'ing Dynasty China". According to these sources, in the middle 1800s, the Sassoon group was acknowledged to be the major holder (more than 70%) of all opium stocks in India and in China.

The Sassoons were not the only Jews involved in the trade; much of the remaining 30% was shared with other Jewish families.

There was Hartung (™û“¯) - who is listed as "the richest of the rich" after the Sassoons, Hardoon, Kadoorie, Arnold, Abraham, Ezra and Solomon, among others.

For the Sassoon's profitable troubles, Queen Victoria rewarded them with Hong Kong and the New Territories as their import and distribution base.

The time has come for the entire world to condemn the British colonial masters and these Jewish "merchants" for their evil crimes of forcing opium by the shiploads onto the Chinese.

By all accounts, the Jewish opium merchants did not take NO for an answer, but instead used the violent power of the British military to kill all of the 'uppity' Chinese who dared to refuse the opium.

Thanks Paul for waking us up to the covert history of Jewish greed and Chinese suffering. Truth is more frightening than fiction when one weighs the evil of these Shylocks. We must alert the Chinese, the Arabs and the rest of non-Jewish world to the deaths and sufferance perpetrated by these monsters. Do the Western world know about this Jewish economic and banking entrapment causing misery to so many? One should say "A pox on Jewish Capitalism!".

Yes, Tin Kay, it is our joint obligation to alert all ethnic Chinese -- the real enemies is not the Europeans -- but these bankers and non bankers -- Even the French Revolution were created by the tightening of the supply of cash by these bankers -- so goes for the Russian Revolution -- the Schiff had done so to rid of the Romanov who had refused to have a Federal Reserve like the US .

The real enemies in seeking to devastate all China and turn China to become their sub slaves had began -- Just watch the other instrument of the Rothschild who can be someone just like George Soros -- and how had had paid to influence the current bureaucrats in the Banking System in China .

Paul is right, from the huge profit from China opium trade, the superjews used to finance exploitation of America resources. Many of the famed brands in America have links to superjews financial support, at their beginning. Eg. Rockerfeller owned Exxonmobil, Chevron, Dupont, Carniege, GM, etc.

The (CHINA) Opium Trade and Other Ventures

The British Empire has prospered on piracy, slavery and the drug traffic. Drakes' Pirates became the Merchants Adventurers Co. (Sebastian Cabot) which later became the Chartered Co. of East India. It was reorganized in 1700.

It originally paid the Hong of Canton silver for tea, but discovered they would accept opium instead. This fortuitous arrangement encountered resistance from some Chinese leaders, causing England to prosecute ten Opium Wars against China, from the Opium War of 1840-43 to the Manchurian Conquest of 1931.

In 1715 the British East India Co. opened its first Far East office in Canton. Crown Policy deliberately fostered opium addiction among the natives to facilitate British political control. The British Empire was then threatened with bankruptcy if it lost the American colonies.

In order to defeat the rebels, the profits of the opium trade with China were sent to the Elector of Hesse via Mayer Amschel Rothschild to hire 16,800 Hessian troops.

Thus the drug traffic and the Rothschilds played a pivotal role in American history, although it has been ignored or deleted from the history books.
