Emperor De Zong Li Shi (德宗皇帝李适 780AD to 804AD).

城東早春 The early spring in the eastside of the city

詩家清景在新春,---Shi jia [*1A] qing jing3 zai4 xin chun,
綠柳纔黃半未勻;---Lu4 liu3 cai2 huang2 ban4 wei4 yun2;
若待上林花似錦,---Ruo4 dai4 shang4 lin2 [*2B] hua si4 jin3 [*3C];
出門俱是看花人.---Chu men2 ju4 shi4 kan hua ren2.

The explanations in plain Chinese and English

(1) 凡是歡喜做詩的名家, 要描寫清新景緻, 最好是在這新春時候;
Renown academicians who are interested in writing poetry of scenery,
should make use of this period of early spring to write.
(2) 因為碧綠柔軟的楊柳, 剛纔透出淡黃的嫩葉, 顏色還有一半未曾未淨, 好比讀
書新進, 還未出去做官的樣兒.
As the soft green willows just beginning to grow their tender leaves are
in yellowish colour, and only half of them is showing like a student who
has yet to complete his study.
(3) 如果已經做到了官, 便像君王御苑裏的花朵, 開得像錦繡一般,
Once the student has completed his study and becomes an official he is like
a flower growing in the Emperor's garden.
(4) 那時走出門去, 都是那些看花的人了.
When he leaves the garden he is like a flower being admired by the people.
