In 2011, China consumed 4,603,700,000 MegaWatt-hours.

In 2011, the U.S. consumed 3,754,493,000 MegaWatt-hours.

Math:

(4,603 - 3,754) TeraWatt-hours / 3,754 TeraWatt-hours * 100 = 22.6% more electricity consumption in China
